The report places Holder at the center of one of the most controversial clashes between the press and the government in recent memory. The warrant he approved named Rosen as a “co-conspirator” in a leak investigation, causing many to warn that the Justice Department was potentially criminalizing journalism. The state’s regional Education Service Centers will no longer issue lesson plans – and will forbid their use after Aug. 31 – for a popular online curriculum system that became a lightning rod for conservatives who criticized it as anti-American, legislators announced Monday.

The move is expected to leave school districts across the state, including some in the greater Houston area, scrambling to replace CSCOPE, as the program is called, before the start of next school year. Districts that lack the staff or budget to design their own curriculum tend to rely on it.

The CSCOPE plans are in use at 877 districts, or 78 percent of school districts in Texas, said Kyle Wargo, the executive director of Regional Service Center 17 in Lubbock.

“Since we are a small district, we don’t have the resources to hire specialized people in that area,” said Somerset Independent School District Superintendent Saul Hinojosa, who credits CSCOPE with helping the district raise its test scores.

Somerset, located in Bexar County, spent roughly $27,000 for CSCOPE lessons last year and had received no complaints about them, Hinojosa said, questioning how the state could prohibit its use.

“We actually purchased the curriculum, so does the curriculum belong to the school district or does it belong to the state?” he asked.

The Houston Independent School District does not use the curriculum, but several smaller Houston-area districts do. They include the Cleveland, Crosby, Friendswood, Galveston, Goose Creek, North Forest and Stafford districts.

On Friday, the CSCOPE governing board is expected to unanimously vote to end the lesson plan component of the program under an agreement that was brokered in 72 hours, said Sen. Dan Patrick, R-Houston, chairman of the Senate Education Committee.

All 20 board members signed a letter to Patrick and Sen. Robert Duncan, R-Lubbock, outlining their intent and asking them to help pass House Bill 1675, which would keep the regional Educational Service Centers open until 2019.

Patrick said he saw no reason to object to the request. In the future, he said he would like to see school districts partner on curriculum development. He and other lawmakers said they got complaints from parents about CSCOPE, including a lesson on the Boston Tea Party that invited students to include the perspective of Britons who might have considered it an “act of terrorism,” and other allegations that CSCOPE promotes Islam over Christianity.

At least five Bexar County school districts rely on CSCOPE to some degree, including Lackland ISD, which serves the children of U.S. military personnel. Its superintendent, Burnie Roper, called the claims of anti-Americanism “ridiculous.”

“I hate the way that it came about because I think, in the end, it makes it difficult for the small districts that don’t have the resources such as curriculum writers and all that,” he said.

A Chechen man with ties to Boston Marathon bombing suspect Tamerlan Tsarnaev was shot and killed by an FBI agent in Orlando early today when the man attacked the agent, the FBI said in a statement.

The FBI identified the person shot and killed as Ibragim Todashev, 27.

Two Massachusetts State Police troopers were also participating in the questioning at the time of the fatal shooting, the FBI said. State Police spokesman David Procopio had no comment.

According to the FBI and local news accounts, the shooting took place in an apartment on Peregrine Avenue while Todashev was being questioned about the bombings and Tamerlan Tsarnaev.

“The agent along with two Massachusetts State Police troopers and other law enforcement personnel were interviewing an individual in connection with the Boston Marathon bombing investigation when a violent confrontation was initiated by the individual,’’ the FBI said in an updated summary of the incident released around 10:30 a.m.

The FBI had not previously disclosed that State Police were part of the interviewing team.

“During the confrontation, the individual was killed and the agent sustained non-life threatening injuries,’’ the FBI said. “As this incident is under review, we have no further details at this time.”

Khusen Taramiv, a friend of Todashev, told WESH-TV in Orlando that both he and Todashev were questioned about his ties to Tamerlan Tsarnaev, who was killed after a shootout in Watertown with police on April 19. Tamerlan

Tsarnaev’s younger brother, Dzhokhar Tsarnaev, is in federal custody and facing charges that could bring the death penalty. The bombings on April 15 near the Marathon finish line killed three people and wounded more than 260. MIT Police Officer Sean Collier was also allegedly murdered by the brothers.

The FBI said today that a Washington-based deadly force investigative team is being sent to Orlando to investigate the shooting on Peregrine Avenue.

Taramiv said he was released by the FBI, but Todashev was still being questioned by the agents.

Taramiv said Todashev met Tsarnaev when both lived in Massachusetts, and that the two men spoke with each other “months before” the Marathon bombings.

Taramiv said his friend was not close to Tsarnaev. “They were not best friends,’’ Taramiv told the Orlando station.

Taramiv insisted that Todashev was not a radicalized Muslim, and that he had no role in, nor did he know anything about, the Marathon terrorist attack.

He was not a radical. He was a Muslim,’’ Taramiv said. “I’m a Muslim. That’s it. … He never had a gun. … He was shocked’’ by the attacks.

Taramiv said Todashev was worried about the direction of the questioning by the FBI agents, that he was going to be “set up’’ by the law enforcement agency.

“He had a bad feeling,’’ said Taramiv, who quoted Todashev as telling him that the FBI was “making up this crazy stuff’’ that there was a connection between the terror suspect and himself.

Taramiv said that Tsarnaev and Todashev spoke recently, likely via Skype, but had only limited contact with each other since Todashev moved to Florida.

Mike Lee, co-owner of The Jungle, an Orlando gym, said Todashev had belonged to the gym about a year and a half ago.

“He was entirely unmemorable,” he said.

Lee said Todashev didn’t use the gym’s coaches or banner for his fights, just the equipment. Lee believes he had paid the gym membership in full and had no outstanding bills.

The community leader who solicited government proclamations for naming May 19 “Palestinian American Day” in Paterson, NJ had publicly expressed outrage over NYPD surveillance of Muslims. No one even noticed he was a convicted felon.

On the same day that many Americans were celebrating Israeli Independence Day, Paterson, New Jersey Mayor Jeffrey Jones named Sunday, May 19 “Palestinian-American Day” in his city, and a Palestinian flag was hoisted over Paterson’s City Hall.

Jones presented a city proclamation commemorating the event. Congressman Bill Pascrell, Jr. (D-NJ9) was also there for the flag raising. Pascrell presented a letter of Special Congressional Recognition, and New Jersey Assemblyman Thomas Giblin (D-NJ34) presented a ceremonial resolution marking the event.

Although the organizer of the event, Khader Abuassab, said he had received nasty phone and text messages prior to the event, the day went forward with no counter-demonstrations or public hostility.  Approximately 120 people showed up, to dance, cheer and yell “long live Palestine,” according to NorthJersey.com, as reported in Jewish World Review.


Khader Abuassab is an unusual name – in fact, there is apparently only one listed in the United States: he resides in Paterson, New Jersey.  Abuassab was the one who placed ads in Arabic newspapers about the Palestinian American Day celebration and he texted invitations to friends, community leaders, politicians and law enforcement officials. According to Abuassab, South Paterson is known as “little Ramallah,” and he felt it was important for the Arab Palestinian community to be recognized much like any other local ethnic community.
