Two Mexican Generals Detained for Alleged Drug Gang Ties

Investigators are questioning Mexico’s former deputy defense minister and a top army general for suspected links to organized crime, in the highest level scandal to hit the military in the five-year-old drug war.

Mexican soldiers on Tuesday detained retired general Tomas Angeles Dauahare and general Roberto Dawe Gonzalez and turned them over to the country’s organized crime unit, military and government officials said.

Angeles Dauahare was No. 2 in the armed forces under President Felipe Calderon and helped lead the government’s crackdown on drug cartels after soldiers were deployed to the streets in late 2006. He retired in 2008.

Dawe Gonzalez, still an active duty general, led an elite army unit in the western state of Colima and local media said he previously held posts in the violent states of Sinaloa and Chihuahua.

An official at the attorney general’s office, speaking on condition of anonymity, said the generals would be held for several days to give testimony and then could be called in front of a judge.

“The generals are answering questions because they are allegedly tied to organized crime,” an official at the attorney general’s office said, on condition of anonymity.

Angeles Dauahare said through a lawyer that his detention was unjustified, daily Reforma newspaper reported.

If the generals were convicted of drug trafficking, it would mark the most serious case of military corruption during Calderon’s administration.

“Traditionally the armed forces had a side role in the anti-drug fight, eradicating drug crops or stopping drug shipments,” said Alejandro Hope, a security analyst who formerly worked in the government intelligence agency.

“After 2006, they were more directly involved in public security, putting them at a higher risk of contact (with drug gangs),” he said.

PAST ARMY CORRUPTION

About 55,000 people have been killed in drug violence over the past five years as rival cartels fight each other and government forces.

Worsening drug-related attacks in major cities are eroding support for Calderon’s conservative National Action Party, or PAN, ahead of a July 1 presidential vote.

Over the weekend, police found 49 headless bodies on a highway in northern Mexico, the latest in a recent series of brutal massacres where mutilated corpses have been hung from bridges or shoved in iceboxes.

Opinion polls show Calderon’s party is trailing by double digits behind opposition candidate Enrique Pena Nieto from the Institutional Revolutionary Party, or PRI, which says the government’s drug strategy is failing.

Traditionally, the military has been seen as less susceptible to cartel bribes and intimidation than badly paid local and state police forces, who are often easily swayed by drug gang pay offs.

But there have been cases of military corruption in the past. Angeles Dauahare himself oversaw the landmark trial of two generals convicted of working with drug gangs in 2002.

Those two generals were convicted of links to the Juarez cartel once headed by the late Amado Carrillo Fuentes, who was known as the “Lord of the Skies” for flying plane loads of cocaine into the United States.

Since then, the Sinaloa cartel – headed by Mexico’s most wanted man Joaquin “Shorty” Guzman – has expanded its power and is locked in a bloody battle over smuggling routes with the Zetas gang, founded by deserters from the Mexican army.

Life & Crime in San Diego

Nearly two years after 43 defendants working for the Fernando Sanchez Organization (FSO/CAF) were indicted, accused of participating in a Federal racketeering conspiracy, one of the last remaining, plead guilty, in the end of Operation Luz Verde.

Those named, committed a variety of crimes in the furtherance of their criminal enterprise, under the direction of lieutenants of Fernando Sanchez Arellano, such as Armando Villareal, captured last year in Hermosillo, Sonora.  FSO members and associated participated in kidnapping, robbery, attempted murder, and trafficked in automatic weapons, importing methamphetamine and marijuana through the San Ysirdo and Otay Mesa points of entry, as well as distributing the drugs locally, and abroad.  Marijuana, came through in cars sometimes attached to tow trucks, and personal vehicles, which were unloaded in San Ysidro.

The methamphetamine was frequently crossed by women, including juveniles, who body cavity smuggled it through the San Ysidro crossing, walking across with quarter pound packages of the drug, which were then offloaded in FSO safe houses, in San Diego neighborhoods.  Using multiple runners, a pound or two could be safely crossed in minutes.

Mario Escamilla, ‘Unico’, recruited gang members from Imperial beach neighborhoods, who in turn recruited their friends and associates, creating a network of drug distributors, runners, and amateur gunmen. Using several stash houses, maintained by members, the crew stored drugs ad and weapons, planned murders, robberies and kidnapping, often at the direction of lieutenants, delegating murder and settling accounts from Tijuana and Guadalajara.

At some point, in late 2009,  Unico’s crew was infiltrated by confidential informants, who fed detectives, and Federal agents on an inter agency, cross border task force information involving the FSO.  This included wiretaps, video surveillance, and relayed personal conversations between the defendants.  Escamilla, as well as others were planning murders, and selling narcotics to informants, while the task force watched, slowly, building a case, against the Unico cell, as well as several others, under the FSO banner.

In one instance, the FSO had targeted someone nicknamed ‘Sharky’ for assassination, the orders were given to Escamilla, presumably from Armando Villareal, who in turn gave the responsibility to a 20 year old from Poway, Mikal Blaser, a low level errand boy for the crew.  Escmailla stated that ‘Sharky’ was with ‘us’ and not ‘Los Teos’, but had ‘disrespected los senores in Tijuana’, and therefore had to go.  With task force members watching closely, Escamilla, Blaser, and the confidential informant, planned a murder.

Using an FSO complicit women, who lured an inebriated Sharky to a National City motel, Blaser planned to shoot Sharky, as he exited the motel. Instead officers in black and whites converged discreetly at the scene, making the would be shooters nervous.  Escamilla, from blocks away, giving orders on a nextel, said he would block the police cars, after the shooting.  Eventually, the police presence unnerved everyone, and the murder was called off.

There were several examples of the police intervening quietly to insure the their operation wasn’t compromised.  Gradually, the task force was hitting the organization, seizing large marijuana shipments, and raiding safe houses, arresting members , while maintaining the ongoing investigation and surveillance.  Confidential informants immersed in the crew purchased pounds of methamphetamine, and assault riles, bankrolled by the Federal Government, as the hits kept coming for the Escamilla outfit, other cells and players operated elsewhere.

Often seen at parties and events, backyard barbecues, and pool parties, attended by the brass of Mexican and US law enforcement, was Jesus Quinones Marquez.

The low key, 50 year old family man, was the liaison for the Baja Attorney General’s office.  He was also in the pocket of the FSO, feeding information to top Sanchez Arellano lieutenants.  Marquez, attempted to change the course of an investigation into a double homicide in Tijuana, in March 2012, committed by FSO shooters.

He also gave pictures of the crime scene to his contact, Jose Najera Gil, a lieutenant, based in Tijuana and San Diego.  Marquez was recorded on wiretaps in constant communication with members of organized crimes, in one conversation, he asked Najera Gil to buy him a new apartment.

Marquez, who plead guilty this week in San Diego,  also admitted to participating in a conspiracy to launder 13 million in drug profits, which involved crossing the money into the United States.  He will be sentenced on the federal racketeering charge in August, a charge which could result in a life sentence.  However, it it likely Marquez will be sentenced in the lower tier of the Federal guidelines.

Mario Escamilla was arrested in May 2010, under the guise of a parole violation, and from there, all the pieces began to fall.  The investigation concluded in late July, with a press conference, and the unsealing of the 86 page indictment.  A handful of the forty three charged remained at large, including, at the time Armando Villareal, who was later arrested in July 2011.  Four remain fugitives, and thirty eight have since lead guilty, faced with overwhelming evidence in many of the cases.

One defendant, Carlos Cosme, a former Baja police officer, is going to see a jury trial sometime this summer.  Cosme is accused of leading a murder/kidnapping cell, as well as sending pounds of methamphetamine across the Tijuana border.

US Attorney Laurie Duffy, known for her prosecution of the Arellano Felix family, engineered the moniker ‘FSO’ to describe the organization loyal to Sanchez Arellano, it was a calculated move to indicate the AFO/CAF had been dismantled.  The heir of the CAF however, was not named in the indictment, or mentioned, and despite appearing on the DEA poster, is not under indictment in the United States.

They Lived Because the Executioner was Delayed

“We don’t often read about happy ending stories here. This is the story of the 13 kids that were gonna be killed in Jalisco but managed to escape. Translating is a pain in the ass but thought this story was worthy of me taking the time to translate. ”

There were maybe ten or twelve, maybe less, they weren’t calmed enough to count each other, they were on the farm for several days, subjected to beatings, torture, listening to the warning that they had already bought the saw to cut their heads off “how nice it will be to see their skulls hanging from the Ameca Bridge,” they said over and over again, terrorizing the children, all young, all workers who studied and no more criminals than having dranked a beer on the main square, and having been surprised by the Municipal Police, arrested and fined.

They were terrified and would be killed on May 8, but for their fortune  the executioner did not show up, delayed by something he was not able to try out the new chain saw the criminals had bought. Whenever they could they would beat them. All in one room, barefoot because the first thing the narcos do is take away their shoes so they can not escape, of course they hid the shoes.

Without eating, because they gave them nothing, and were beaten if they asked for food, plus they shouted that they need not eat because they were going to die.

that day the executioner did not show up, may be he was delayed, perhaps he would come until the next day, but suddenly one of them, who worked as a policeman in Ameca, told the others “go!” He had just seen their captors, three or four, which were layed on the floor under the influence of drugs, completely lost, unconscious and still.

The same policeman managed to open a window and saved the lives of everyone, but there were two more, two gay boys, who stayed, they were afraid and did not leave. The next day the two were found dead, the criminals showed no mercy , they discharged in the two boys all the rage, because the others had escaped. But at least they did not behead them or cut them into pieces.

That day the policeman from Ameca opened the window all thirteen, started running barefoot through the hill,they didn’t care if they were stepping on stones or thorns, even pieces of glass that could cut their bare feet, some bleeding, but all kept on, helping each other as if they had known each other all their life. At that time they were brothers, they were parents and children, they were everything.

There was a moment when  cloud of dust along the roadway warned them of a car coming at high speed. They hid in bushes beside the road and saw a truck pass in a hurry. In it were the gunmen, their guardians, who were looking for them. Fortunately they did not see.

they continued from Ahuisculco, Tala delegation to a nearby village where they began to call door to door, but nothing. As soon as they saw them, the inhabitants of the farms would close and secured from inside, they would lock windows and doors for them not to enter  by force.

There were several negative, some even violent that they threw in another time, kind people, but the violence of recent years has made anyone to tremble with fear at the sight in his front door to a stranger, now ten, twelve or thirteen, calling for help, saying they were persecuted, that they wanted wanted to kill them.

But a pious soul who opened the door gave them food they ate very desperately, she got them sandals, old shoes and what ever she could find, most likely an angel converted as a housewife who brought them back to life.

They were able to notify the police. One of them had good relations with Civil Protection personnel, so he contacted his friend and he mobilized  the state authorities … most of them, the survivors, they will not live in Mexico any longer, they are so young that they deserve to live and travel to another place, where there is peace, where they can have tranquility, where their  life is not threatened, because the criminals kept with them all their documents, they know who they are, where they live.

The U.S. Senate Committee on Foreign Affairs is once again diddling with the ultra-massive U.S. sovereignty and communitarian wealth giveaways known as the United Nations Convention on the Law of the Sea Treaty (UNCLOS or LOST). Whenever one sees “communitarian,” one may think “global communist.”

Neo-Marxist Saboteur Barack Obama‘s State and Defense Departments (including numerous compromised, NATO-head officers) are pressuring the Senate to adopt this travesty after years of resistance dating back to Ronald Reagan’s presidency. If the committee goes forward with it, they could choose either of two paths: 1. the honorable and traditional congressional method of holding hearings, or 2. “fast-track” it, in order to slip voting through with as little light of day or time for the People to react, as possible.

The Senate is still Harry Reid’s crypto-Marxist Senate, and this committee’s chairman is John Kerry, so LOST may pop up for a vote like a rapist plunging from behind the bushes in the dark, within the next few days.

Perhaps the most thorough of the most recent articles is found at Liberty News Online, “The Creature from the Ocean’s Floor – the Law of the Sea Treaty,” by John W. Wallace, May 15. We hope Mr. Wallace does not mind our excerpting it at length.

The Law of the Sea Treaty (LOST) was first conceived in the early 1980’s by the United Nations as a method for them to gain control of most of the activities on, over, and beneath the ocean’s surface. The fundamental premise of the Law of the Sea Treaty is that the resources on the ocean’s floor belong to all of the people of the world and those resources should be protected and controlled by an international organization like the United Nations. Although that may sound like a noble goal, in order to achieve this goal, the United Nations has created a multinational, bureaucratic creature called the International Seabed Authority (“ISA”) and charged this entity with regulating and controlling the world’s mineral resources in the oceans.

When President Reagan was president, he objected to several of the treaty’s provisions that would have resulted in surrendering our nation’s sovereignty and refused to sign it, but that didn’t stop the proponents of world government and the New World Order. In 1994, the “progressives (a nice term used to describe communists) at the United Nations decided to keep moving forward with their plans by creating a diversion they called an “Agreement of Implementation” that was supposed to address the concerns of the United States and other industrialized nations. It didn’t change anything. This new agreement was all smoke and mirrors, but our Oxford educated, globalist president Bill Clinton signed it anyway. The Senate, however, refused to ratify it, as required by the U.S. Constitution.

Proposed regulations in the new Law of the Sea Treaty will require private companies that want to conduct exploration and mining operations in international waters to submit substantial application fees to the UN’s International Seabed Authority (ISA), which in turn would allow the ISA to use these application fees to partially pay for its own mining efforts through its own mining subsidy, called the Enterprise. Corporations from member nations operating in international waters would have to pay annual fees and even be taxed to pay a percentage of their profits to the ISA. These corporations would also be expected to share their mining and navigational technology with third world countries to ensure that opportunities aren’t restricted to more technologically advanced. This is insane. The decision to grant or to withhold mining permits in international waters would now be decided by unelected, globalist bureaucrats at the United Nation’s International Seabed Authority (ISA).

The Treaty would essentially give the United Nations, a notoriously corrupt, anti-American, anti-capitalist and un-democratic organization, the power to assert control over 70% of the earth’s surface.

Using the regulations issued by the ISA, the United Nations would now be given the power to levy international fees and taxes on American companies. Mining approvals would be highly politicized and could discriminate against American operators. The United Nations would be given the power to regulate ocean research, exploration, fishing, marine environmental protection and navigation. They could even impose production quotas and licensing requirements on American fishermen operating in international waters.

The United Nations, through the ISA, would be given the power to create an international court system to render and enforce its judgments! This new system would lie outside the jurisdiction of the U.S. legal system and the U.S. Constitution, leaving American citizens and businesses at the mercy of international tribunals whose corrupt UN bureaucrats could subject them to Sharia Law or other non-Western legal traditions.

The Treaty calls for prosperous member nations like the United States to provide financial and technical assistance not only to developing countries, but also to “people who have not attained full independence or other self-governing status” (codeword for groups such as the Palestinians).

The Treaty would do irreparable harm to U.S. military and intelligence operations and would force the United States to hand over proprietary technology to less developed third-world countries, many of whom are actively hostile to U.S. interests. Giving up the U.S. Navy’s long established primary mission of “maintaining freedom of the seas for all” and handing it over to a historically corrupt organization like the United Nations should be unthinkable.

The most important objection concerns Article 314 of The Law of the Sea Treaty (located in Part XVII) that empowers the LOST member Assembly, dominated by nations of the developing world, to amend the terms of the treaty over the objection of any individual member state. In other words, the terms of the treaty could be changed significantly and the United States would have to abide by those changes without the U.S. Senate having the opportunity to consent to the changes. This undermines U.S. sovereignty and is clearly unconstitutional.

The Law of the Sea Treaty creates a new United Nations’ worldwide bureaucracy that will create a whole new restrictive system of destructive environmental regulations that would be costly and counter-productive to American businesses, while at the same time, handing over the hard-earned, American taxpayer money to many of our enemies.

The socialists, Marxists, globalists and other supporters of the New World Order keep pushing for this treaty. Senator Harry Reid has indicated that he might reintroduce the treaty in the Senate for a vote in the near future and Barack Obama, our socialist President, who is a long term advocate of the Law of the Sea Treaty, has indicated that he will sign it if passed by the Senate.

The Coalition to Preserve American Sovereignty has brought an open letter to the senate, coordinated by Frank Gaffney, with the signatures of nineteen notables. This letter is featured in The Minority Report, which would also expose a separate, false-hood front group calling itself The American Sovereignty Campaign, purporting itself as pro-sovereignty while lobbying for LOST. The American Sovereignty Campaign – interesting – almost as if someone’s email or telephone conversations were caught. Oh well. It is a common practice for immoral Marxists and other ideological movements sponsored by the kleptocratic central bank complex to either attempt to control their opposition, or to set up an operation posing as a faction of it.

It is again time for immediate and forcefully amassed communications to U.S. Senators of all kinds, even their numerous Fabianists. A two-thirds majority is required to approve a treaty, but these people are being heavily pressured by the kleptocracy and their globalist co-conspirators.

US Gives China right to Takeover one Bank and Three banks to grow in US

The US Federal Reserve Board on Wednesday announced that it had approved a move that would allow three major Chinese State-owned banks to extend their footprint in the country, viewed as a major breakthrough after last week’s bilateral strategic and economic dialogue.

The Fed approved an application filed a year earlier by Industrial and Commercial Bank of China Ltd, the world’s largest lender by market value and the most profitable, to purchase up to 80 percent of the Bank of East Asia Ltd’s US unit.

It is the first time that a Chinese bank has been allowed to buy a majority stake in a local depository institution, which signals a substantial opening of the US banking market to Chinese lenders, said analysts.

The Fed also approved an application by Bank of China Ltd, the third-largest Chinese bank by assets, to establish a branch in Chicago and an application by Agricultural Bank of China Ltd, the fourth-largest, to establish a branch in New York.

In addition, the Fed allowed ICBC, Central Huijin Investment Ltd and sovereign wealth fund China Investment Corp to become bank holding companies.

Under US regulations, a bank holding company may, directly or through subsidiaries, engage in non-banking activity determined by the Fed to be closely related to banking.

These activities could include mortgage banking, consumer and commercial finance and loan servicing, leasing, collection agency, asset management, trust company, real estate appraisal, financial and investment advisory activities and certain insurance-related activities.

A bank-holding company can also make limited investments in companies not engaged in activities closely related to banking.

“The board has concluded that consummation of the proposal would not have a significantly adverse effect on competition or on the concentration of banking resources in any relevant banking market,” the Fed said in a statement on its website.

Guo Tianyong, director of the Research Center of the Chinese Banking Industry at the Central University of Finance and Economics, said the move was a response to China’s opening for foreign banks and showed that Chinese lenders’ performance and the competence of China’s banking regulators had been fully recognized by major economies.

“US financial institutions routinely request that China remove its restrictions on foreign investment in the financial industry. But Chinese financial institutions also highlight the difficulties they face in trying to enter the US market,” said Huang Yiping, chief economist for emerging Asia at the investment banking division of Barclays Bank Plc.

The Fed’s action came after Chinese officials said earlier last week they would raise the ceiling on foreign banks’ investment in stakes in ventures with domestic securities companies to as high as 49 percent from the current 33 percent.

Wang Li, a US researcher at the Chinese Academy of International Trade and Economic Cooperation, which is affiliated with the Ministry of Commerce, said he believes the US will further open up to Chinese State-owned enterprises in some sensitive areas, including finance.

“That’s not only because the US would like to trade that for China’s increased opening up to foreign companies.

“More importantly, it realized that under current conditions, foreign investment is crucial for its efforts to shore up the economy, and investment from China into certain fields actually would not mean as much trouble as it thought previously,” Wang said.

“This could accelerate mergers and acquisitions, as Chinese banks may look to acquire regional banks in order to establish a US footprint,” Bloomberg quoted Jaret Seiberg, senior policy analyst at Guggenheim Securities’ Washington Research Group, as saying.

In the United States, ICBC operates an uninsured state-licensed branch in New York City and owns Industrial and Commercial Bank of China Financial Services LLC, a registered broker-dealer that engages in securities brokerage and riskless principal activities.

ICBC has stated that it will devote adequate financial and other resources to address all aspects of the post-acquisition integration process for this proposal, the Fed said.

The lender has spent more than $6 billion on overseas acquisitions in the past three years.

“In the long run, the internationalization of Chinese lenders will become inevitable and we would see more M&As outside China conducted by those banks,” Guo said.

Mexican Journalist’s Body Found in Trunk of Car

The body of Mexican reporter Rene Orta Salgado was found over the weekend by police in the trunk of his car in the central state of Morelos, prosecutors said.

The journalist’s face was covered with a bandanna and “there were apparently no wounds from firearms,” the Morelos Attorney General’s Office said.

Orta Salgado’s body was discovered Sunday afternoon in a neighborhood in Cuernavaca, the capital of Morelos, located about 90 kilometers (some 55 miles) from Mexico City, the AG’s office said.

The vehicle “did not have any impacts from firearms, nor traces of blood or signs of violence in its interior or exterior,” the AG’s office said.

Orta Salgado’s relatives identified his body and an autopsy will be conducted to determine the cause of death, the AG’s office said.

The journalist was reported missing by his family on Saturday, prosecutors said.

Relatives told authorities that Orta Salgado was last seen at an establishment in the northern section of Cuernavaca Friday night and early Saturday, the AG’s office said.

Orta Salgado organized a group last December to help elect Institutional Revolutionary Party, or PRI, presidential candidate Enrique Peña Nieto, media reports said.

Two other attacks on journalists and media outlets were reported in the past few days.

Over the weekend, the National Human Rights Commission, or CNDH, said it was investigating the attack last week on journalist Gerardo Ponce de Leon in Hermosillo, the capital of the northern state of Sonora.

Ponce, editor of the Marquesina Politica news Web site, was beaten by two unidentified men last Thursday.

Attacks on journalists “are systematic in Mexico” and the issue gets little attention, with inadequate justice in cases involving attacks or abuses of power against journalists, the CNDH said.

A total of 580 complaints have been received from journalists since 2005 and 69 protective orders have been issued, the commission said.

The El Mañana newspaper in Nuevo Laredo, a border city in northern Mexico, was attacked on Friday night.

Gunmen threw a fragmentation grenade at the newspaper’s offices and opened fire on the front of the building, damaging the structure and three vehicles parked outside.

This is the second time that El Mañana is the target of a grenade attack.

Gunmen attacked the newspaper on Feb. 26, 2007, seriously wounding reporter Jaime Orozco, who was shot in the back and left paralyzed.

Mexico, where nearly 80 journalists have been murdered and several others have disappeared since 2000, is considered the world’s second most dangerous country for members of the media.

The main opposition political party is at the root of the violence engulfing Mexico, ruling party presidential candidate Josefina Vazquez Mota said after one of the worst atrocities in the country’s drug war.

Fighting to close a big gap with Enrique Pena Nieto, the front-runner for the July 1 election, Vazquez Mota sharpened her attacks on his Institutional Revolutionary Party, or PRI, saying it had made life easy for brutal drug traffickers in Mexico.

Support for her conservative National Action Party (PAN) has been eroded by the rising tide of brutality that has swept across Mexico since President Felipe Calderon sent in the army to fight drug gangs soon after taking office in December 2006.

In an interview late on Sunday after 49 decapitated bodies were found on a highway outside the northern city of Monterrey, Vazquez Mota said the origins of Mexico’s violence can be traced to years of neglect or collusion during decades of PRI rule.

“Seven out of 10 murders committed by organized crime happen in states governed by the PRI, which is an unequivocal sign that there has been omission, indifference and complicity that must be proven by the proper authorities,” she told Reuters.

The PRI, which governs nearly two thirds of Mexico’s 31 states, including Nuevo Leon where the latest massacre occurred, says the government’s strategy has failed.

But Vazquez Mota continues to defend the army-led offensive begun by Calderon, who cannot seek re-election.

“I think President Calderon has taken on the cartels with great courage and resolve and is trying to reverse what was permitted for many years,” she said during a campaign stop in Veracruz state on Mexico’s Gulf coast. “Today many major capos and criminals are in jail that for many years walked free and had the space to advance and take control of territory.”

Vazquez Mota, who hopes to become Mexico’s first woman president, may have undermined her campaign with such unquestioning support of Calderon’s drug war strategy.

She lags the PRI’s Pena Nieto by about 20 percentage points, and recent polls have shown her slipping into third place behind leftist hopeful Andres Manuel Lopez Obrador.

More than half of Mexicans believe the criminals are winning the drug war, a survey showed late last year.

The murders over the weekend brought the death toll of people killed this past week to nearly 100. Bodies have been hung from bridges, stuffed in ice boxes or cut up in plastic bags in an escalation of attacks between rival cartels.

There have been more than 50,000 drug-related murders during Calderon’s administration.

The government has trumpeted the capture or killing of many of the drug kingpins on its most wanted list during Calderon’s term, but some experts say taking out cartel leaders has only fanned infighting and inflamed violence.

CORRUPT GOVERNORS
The view from Vazquez Mota’s Veracruz hotel room in an upscale shopping mall overlooked the intersection where last September drug cartels dumped more than two dozen bodies in morning traffic, causing panic in the port city.

The federal government sent in marines after the attacks, and pickup trucks full of masked soldiers with automatic weapons now patrol the city, inspecting suspicious vehicles.

People have returned to the plazas and seaside boardwalk and streets are bustling again with vendors and musicians at night.

But just two weeks ago, three local journalists were killed in a haunting reminder that violence has not disappeared from the state.

Vazquez Mota proposes the creation of a militarized national police with at least 150,000 officers, tougher controls on money laundering and stiffer penalties for corrupt officials.

Congress blocked similar efforts by Calderon to form a national police force to replace hundreds of poorly equipped municipal and state officers often vulnerable to graft.

Instead the federal government mandated all local police forces go through background checks and fold their ranks into a single command structure headed by the states. Many local governments have not yet complied.

Vazquez Mota swiped at Veracruz’s PRI governor, Javier Duarte, without directly mentioning his name, at a rally packed with women supporters in a downtown cultural center on Sunday.

“The local governors have lied to the families of Veracruz because here they didn’t certify the police, here they opened the door to organized crime,” she said. Her promise to keep the marines on the streets until local police can control crime prompted a standing ovation from the well-dressed crowd.

Vazquez Mota also pointed to examples of former party governors accused of corruption or who had made statements in the past about cutting deals with cartels.

The former treasurer in the northern state of Coahuila is wanted in the United States for money laundering, raising questions about the administration of ex-governor Humberto Moreira, who later served as PRI chairman, she said.

The PRI, which ruled Mexico for more than 70, lost the presidency to the PAN in 2000.

Pena Nieto, a former governor of the State of Mexico, is not proposing a radical departure from Calderon’s anti-drug strategy and also wants a new military police force.

Only Lopez Obrador, who narrowly lost to Calderon in 2006, has proposed a timetable to pull the army off the streets.

Fear and intimidation

Drug cartels such as the Zetas boast of their violent exploits to intimidate rival gangs.

In September 2006, gunmen opened the doors of the Sol y Sombra discotheque in Uruapan, in the western Mexican state of Michoacan, and threw five human heads onto the dance floor.

As frightened partygoers looked on, the gang left a scrawled message at the scene, announcing the arrival of a new, breakaway drug cartel called La Familia Michoacana, and walked out as coolly as they had entered.

For many, it represented a shocking new degree of brutality by the country’s drug traffickers. It made headlines around the world.

Francisco Castellanos is the correspondent for the respected Mexican magazine, Proceso, in Michoacan.

He sees the 2006 beheadings as a game-changing moment in the conflict:
“The five were local drug dealers in Uruapan”, he says in an email from the embattled Pacific state, adding that the hastily-written threat left at the crime scene spoke of “divine justice”.
“It generated great fear and terror”, remembers Mr Castellanos, “and then investors started to leave for more secure areas.”

Coded killings

“In the 1990s, the cartels didn’t cut the heads off their victims”, says Samuel Gonzalez Ruiz, a former advisor to the UN Office on Drugs and Crime.

“They used different codes of murder which were more or less established between the criminals,” Mr Gonzalez Ruiz says.

He tells of a well-known hitman who sent out messages by the different ways he shot his victims.
A bullet to the back of the head, for example, meant the victim was a traitor, a bullet to the temple signified he was a member of a rival gang.

Now, however, beheading is a tactic often employed by Mexican drug organisations, in particular by the vast criminal network Los Zetas and their two main rivals, the Gulf Cartel and the Sinaloa Cartel.
Such a violent form of execution is generally associated with the sort of radical Islamist groups who killed US journalist Daniel Pearl in Pakistan, or British civil engineer Kenneth Bigley in Iraq.

Cult of death

But the Mexican context is very different, says Mr Gonzalez Ruiz. He argues the practice comes from Guatemala:

“In 2000, the Zetas began to extend their reach into Central America, and they incorporated into their ranks members of the elite jungle squad, the Kaibiles.”

The cult of La Santa Muerte is on the rise and some see a link to the extreme violence.

“The Kaibiles had been trained in using decapitation to threaten the local population since the times of the country’s dirty war (1960-1996).”

Others see links to a religious cult popular with the drug gangs called La Santa Muerte, or Holy Death.

Some commentators have even drawn comparisons to pre-Columbian human sacrifices by the Aztec and the Mayan civilisations.

Wherever it stems from, the gruesome practice is now a staple in the lexicon of violence of the drug cartels in Mexico.

This month has been perhaps the worst in terms of decapitations.
In the past 10 days alone, there have been an unprecedented 81 beheaded bodies discovered in the country.

In early May, 14 decapitated bodies were found in Nuevo Laredo, just over the border from Texas.
Last week, 18 bodies and severed heads were left in two mini-vans near Lake Chapala, an area popular with tourists in western Mexico.

Finally, in one of the most shocking incidents of its kind since the current drug war began, 49 headless and mutilated bodies were left in plastic bags on a road outside the industrial city of Monterrey.

‘Intimidating civilians’

So, beyond the obvious, what are the cartels trying to achieve by butchering their victims in this way?

Mexican police officers blocked the road following the discovery of the 49 bodies in Monterrey.

For the government, it was intended as an uncompromising message of fear and intimidation.
These “reprehensible acts” were designed to “sow fear among the civilian population and the authorities”, said Interior Minister Alejandro Poire the day after the Monterrey atrocity.

It was the result of a dispute between the Zetas and the Gulf Cartel, the minister said, before repeating the government’s offer of a substantial reward for information on the whereabouts of the cartels’ leaders.

But for Mr Gonzalez Ruiz, a former State Attorney on Organised Crime, the beheadings also had a clear political dimension.
“The message is clear: we have no mercy, and we will do whatever it takes to control our territory,” he says.

‘Terrorist strategy’

The timing is particularly important, he adds, coming just six weeks before a presidential election in the country.

“It’s partly a message to the presidential candidates, most of whom have said they won’t negotiate with the drug cartels.”

But it also has a wider, more frightening message of intimidation against ordinary people in cities like Monterrey.

Mr Gonzalez Ruiz uses a word the government has been loathe to use in association with the country’s drug violence: terrorism.

“You can only call this strategy (of beheading the victims) a terrorist’s strategy. It’s terrorism because it sends a threat to the population: ‘if you don’t allow us to control our illegal business, we will do the same to you’.”

Thinly veiled messages of intimidation aside, the recent atrocities are a grisly reminder of the extent of the cartels’ power in Mexico, and the lengths to which they are prepared to go to hold onto it.Share it:

The rapid rise of right wing parties in Europe has the left wing shaking in their PC booties

Europe’s traditional liberal and tolerant policies, when directed toward the most intolerant people on earth (Muslims), are being challenged by right wing patriotic parties in virtually every country. Not surprisingly, this is not sitting well with the socialists, multiculturalists, and Muslim-apolgists who are trying to destroy European culture, traditions, and even Christianity.

Ukranian Week The Breivik massacres are a brutal awakening for Europe’s politicians, who have tended to ignore the growing Islamophobia and opposition to immigration (justifiable anti-Islam sentiment and opposition to a flood of Muslim immigrants, most of whom live off the government dole, getting benefits that the native populations are not not entitled to) even in countries traditionally liberal and tolerant.

In Scandinavia, across central Europe and especially in France, as Marie Le Pen has just shown in the French elections, hundreds of thousands of people, especially the young, are rallying to parties that promise an end to the influx of immigrants and refugees, a harsh crack-down on Muslim activists and a new emphasis on Europe’s ethnic “purity” and Christian identity.

Across Europe there are now some 30 far-right political parties that are winning votes, entering parliaments, influencing mainstream politicians and even signing agreements with traditional conservative parties – as has happened in the Netherlands. Few of these groups openly espouse the more extreme ravings published in Breivik’s manifesto. But all share similar core beliefs, and all, like Breivik, are spreading these through right-wing websites.

Extremist Patriotic parties on the right are mainly motivated by their visceral opposition to immigration (especially of Muslims), to ethnic diversity and to multiculturalism, which they believe is a danger to European culture and identity. They appeal to latent nationalism, are hostile to pan-European institutions such as the European Union, and have no time for liberalism or “soft” social policies.

Nationalism is still a powerful force among far-right groups, which seek to whip up pride in past glories and hatred of any curbs on the right of the majority to enforce its views on minorities. In Hungary, the Jobbik party has made clear its contempt for post-communist democracy. “We are not communists, fascists or National Socialists,” said Gabor Vona, one of its leaders, in January. “But – and this is important for everyone to understand very clearly – we are also not democrats”.

The party received 17 per cent of the vote in elections two years ago. And although the mainstream press gives it little publicity, it disseminates its views effectively on Facebook and other social networking services. And far from being a party made up of social misfits or losers, studies have shown that most of its supporters are young, have jobs, a secondary education or even a degree. This profile is also true elsewhere: most of those who vote for populist right-wing parties in Europe come from the middle classes, and are people afraid of economic and especially social change (aka the welfare state), according to a study made recently by the University of Nottingham, in England.

In Germany and Austria there has always been considerable concern for historical reasons, especially abroad, about the growth of right-wing extremism. Other members of the EU boycotted Austria in 2000 when the Conservative party went into coalition with the Freedom Party, led by the charismatic far-right Joerg Haider.

In Germany, concern has been growing not only at the recent  success of the NDP party but also at the activities of fringe movements that have been targetting Turks and other immigrants – with little official investigation or hindrance. And mainstream parties are picking up some of the right’s ideas. Thilo Sarrazin, a highly respected German Social Democrat, published a book in 2010 in which he said Germany would become poorer and lose its identity as well as its potential because Turkish and Arab immigrants had a lower IQ. He said his ideas were supported by a third of Germans, who believed that the state should limit immigration and the practice of Islam. He was sacked from the SPD, but only a year later Chancellor Angela Merkel, from the ruling conservative CDU party, echoed some of his views when she declared that multiculturalism had failed.

In Greece, now suffering rising unemployment, social upheaval and despair as a result of the harsh economic austerity measures, anti-foreigner right-wing groups have been growing fast. They blame Albanians, Muslims and any other foreigners in Greece for taking Greek jobs and undermining Greek morale. Comparisons are being made with the appeal of the Nazis during the economic collapse of the Weimar Republic. (Big difference: the Jews weren’t killing anyone, trying to impose Judaism on non-Jews, or trying to create Jewish-compliant republics all over Europe)

But it is the growth of extremism patriotism in traditionally liberal climates that is alarming many politicians. In 2009 Swiss voters approved a ban on the building of any minaret on mosques in the country. Finland’s new party, True Finns, has sprung from nowhere to capture a significant share of the vote on a platform of hostility to outsiders and to any EU bailout for the weaker southern members of the EU. Sweden, Denmark and Norway have also seen a rise of the far-right.

And the biggest upset has been in traditionally tolerant Netherlands, where Geert Wilders, a politician who has denounced the Koran as an evil book and called Islam a “totalitarian ideology”, won 15 per cent of the vote in 2010. His Party for Freedom is now the third biggest force in Dutch politics. His views on Islam are so extreme controversial that he was recently banned from entering Britain, (but the ban has since been lifted). Before that, after the assassination in 2002 of Pim Fortuyn, the gay anti-Muslim campaigner, there were widespread attacks on mosques in the Netherlands and anti-Muslim riots that shocked many Dutch voters. All governments since then have promised to curb immigration and crack down sharply on Muslim clergy preaching intolerance.

Britain, too, has never had a strong party on the far right, but has recently seen the growth of far-right movements that are winning votes largely on their anti-Muslim platform. A new group, the English Defence League, has organised street marches against Muslims and acquired a strong following on the football terraces. Its membership is so far small, but it has attracted a large following on the internet – as have other far-right groups elsewhere.

Earlier this month, the English Defence League organised the first pan-European conference of far-right parties in Aarhus, Denmark. About 200 members from several countries met and voted to form a European Defence League, to protect Europe from Islamist extremism. Most of these parties have denounced what Breivik did, but cannot escape association with him, as he has specifically cited his links to far-right groups in Britain as a main influence on his political views.

Part of the blame credit for the rise of the far-right lies with traditional political parties that have sidestepped awkward questions about immigration and the integration of minorities. Most are now adapting their policies to respond to popular pressure. David Cameron, Britain’s Prime Minister, said recently, like Merkel, that multiculturalism had failed, and called for a much stronger assertion of British values and British identity.

Muslims in many European countries have been alarmed by the trend. Some have responded by urging fellow Muslims to do more to denounce extremism in their midst and report suspected terrorists to the police. But instead, many have denounced what they call a wave of Islamophobia, and have hunkered down in their own communities, isolating themselves from the mainstream. The perception that the far-right is goading attacks on Muslims has also enouraged militancy and extremism among many young Muslims in Western urban centres. France saw an eruption of violence in the Paris suburbs three years ago.

But the murders by the Toulouse gunman in March have reawakened fears of al-Qaeda terrorism striking again in Europe. And across Europe, governments are fearful that another Breivik may be waiting somewhere, encouraged by far-right xenophobia and ready to take fearful revenge on what he sees as the new danger to his country’s national identity. (So typical of the left, they fear another Breivik massacre more than they fear another Muslim terror attack)

The Nation The continent’s far-right parties vary in their individual ideologies, but most express a growing anxiety with immigration, multiculturalism and what they see as the “Islamization” of Europe. Here are 13 of the many right-wing parties fighting for ground in Europe’s charged ideological battles.

NORWAY: PROGRESS PARTY:

Norway’s anti-immigrant Progress Party, of which Breivik was a member until 2006, won 23 percent of the vote in the country’s 2009 parliamentary election. The party is now the country’s second-largest.  A brochure for the Progress Party urges tighter limits on immigration depicts a masked criminal with the text, “The man is of foreign origin.”

FRANCE: NATIONAL FRONT

The National Front, under the new leadership of Marine Le Pen, has disavowed some of it’s more openly fascist positions in favor of a more specifically anti-Muslim and anti-immigrant platform, and is steadily gaining favor in the country: in local elections this March, the National Front won 15 percent of the vote, only one percent less than President Nicolas Sarkozy’s party. Marine Le Pen at a news conference in December 2010 during which defended her remarks comparing overflowing Mosques in France to the Nazi occupation.

HUNGARY: FIDESZ & JOBBIK

The nationalist Fidesz party won more than two-thirds of the seats in parliament in Hungary’s national elections last year, giving them the supermajority that’s needed to change the country’s constitution. But even more startling were the electoral gains of the neo-fascist Jobbik party, whose anti-Roma and otherwise racist rhetoric secured it 17 percent of the vote in the same elections, making it the third-largest party in the country. This alliance has already cracked down on dissent, censoring media and cutting funding for culturally important theaters.

NETHERLANDS: FREEDOM PARTY

Geert Wilders’s Freedom Party almost tripled its representation in Netherland’s House of Representatives last year, winning 15.5 percent of the total vote. Wilders has become an icon of the anti-Islamization movement with his controversial policy proposals: he advocatesbanning the Quran, limiting the construction of mosques and taxing wearers of headscarves.

Geert Wilders in court in March after he was charged with inciting hatred against Muslims by comparing Islam to Nazism. He was acquitted in June.

ENGLAND: ENGLISH DEFENCE LEAGUE

The English Defence League takes its ideological battles to the streets: since its founding in 2009, the EDL has specialized in soccer hooligan-style provocation and violence to get its message across. The group confrontationally rallies through largely Muslim neighborhoods, and in the wake of Breivik’s attacks, the EDL’s founder argued that “What happened in Oslo shows how desperate some people are becoming in Europe.”

Apparently, The Nation is unfamiliar with the British Freedom Party with whom members of the EDL are now vice chairmen.

AUSTRIA: FREEDOM PARTY

Governments of the European Union were outraged in 2000, Buruma writes, when the Austrian Freedom Party garnered enough votes to form part of a coalition government. Party head Heinz-Christian Strache was active in Austria’s neo-Nazi underground for years, and even took part in militia training. None of which has tarnished the party’s image among voters: Freedom Party now garners as much support in Austrian polls as the two mainstream parties.

Austria’s far right Freedom Party (FPO) is causing outrage with its advertising campaign. The slogan causing all the fuss appears in bold letters across huge billboards next to the smiling face of Freedom Party leader Heinz Christian Strache. “Mehr Mut für Wiener Blut” – more courage for Viennese Blood. The next  line says – “Too many foreigners does no one any good”

ITALY: NORTHERN LEAGUE

In the country of Mussolini, the neo-fascists of the now-dissolved National Alliance partyhave found new positions as members of President Silvia Berlusconi’s government. But they’re hardly the only far-right politicians in the country: the anti-immigrant Northern League party’s Mario Borghezio—who is also a member of Italy’s parliament—defended Anders Behring Breivik after the Norwegian attacks, saying “Some of the ideas he expressed are good, barring the violence… some of them are great.”

GERMANY: NATIONAL DEMOCRATIC PARTY

Germany’s domestic intelligence agency considers the National Democratic Party a “racist, anti-Semitic, revisionist” hate group and its members certainly look the part. But because they are classified as a legitimate political party, they have been able to win seats in regional parliaments and even use state funds to print their provocative party materials.

The German government wants to pull undercover informants out of the National Democratic Party, a first step toward banning the far-right group. Pressure for a ban has also grown since a series of killings of nine immigrants and a police officer was blamed on a neo-Nazi gang. But investigators have not been able to prove any connection between the gang and the NPD.

SWEDEN DEMOCRATS PARTY

In last year’s national elections, Swedish voters gave the far-right Sweden Democrats representation in parliament for the first time. The nationalist party grew out of earlier, more openly neo-Nazi groups, but in recent years has focused on restricting immigration and tarring Muslims as a threat to Sweden’s society and welfare state.

An Islamic revolution akin to the one that swept through Iran in 1979 could easily take place in Sweden, claims the second highest ranking member of the far-right Sweden Democrats. “It can happen really fast,” said Sweden Democrat party secretary Björn Söder to the TT news agency. Ekeroth said previously that “Sweden and western countries are at risk of going out with a whimper” because of the influence of Islam, drawing a connection to 1400 years of Muslim aggression.

Jimmie Akesson (below), the far-right Sweden Democrats reportedly crossed the four percent barrier needed to win national representation. With expectations of taking 20 seats in parliament, the Sweden Democrats are in a position to form a new government with Reinfeldt’s center-right.

BELGIUM: VLAAMS BELANG PARTY

Key issues: Flemish independence, anti-multiculturalism, traditional values. Vlaams Belang used the national elections to promote its antimulticulturalism agenda. The party favors strong immigration controls in addition to a limit on the number of mosques in Flanders and the deportation of immigrants who fail to integrate. Its recent campaigns and public rhetoric reflect a more moderate tone than in previous years, when the party, then known as Vlaams Blok, had a more explicit anti-immigrant position.

DENMARK: DANISH PEOPLE’S PARTY

When the Danish People’s Party demanded customs control on the country’s borders this year to keep out “criminals from Eastern Europe and illegal economic migrants,” it ended the free movement of goods and people that European Union member states have enjoyed for over fifteen years. The People’s Party has also worked to make Denmark’s immigration lawssome of the strictest in Europe.

SWITZERLAND: SWISS PEOPLE’S PARTY

The Swiss People’s Party drew widespread international condemnation in 2009 when it successfully sponsored a bill outlawing the construction of minarets in the country. It also sparked controversy in 2007 with an anti-immigrant campaign poster depicting white sheep kicking a black sheep, presumably out of Switzerland. The SPP is no fringe group, either: it now has more representation in Switzerland’s lower house of parliament than any other party.
